Flaking paint on wall

Hi can anyone please advise me on a issue with a interior wall , I keep trying to paint a interior wall and the paint just flakes off , I’ve used watered down pvc glue , a sealant , and it still flakes off , it does not feel damp at all ,

Have you had damp problems in the past? It seems you may have 'efflorescence salts' leeching through. If the wall was plastered and not allowed to dry out completely before being painted with, what possibly looks like to me, a moisture barrier paint.
I think you may need to scrape all that off back to bare plaster and undercoat it all before applying a finishing coat.
It may be prudent to have the mods move this to Painting & Decorating for an expert opinion.

that's the trouble.

scrub off the glue, scrape off the sludge, rub it clean with an old towel, apply a mist coat.

How old is the house? Could be distemper.

It’s a old house , it’s only on a couple of walls all internal , we bought it 3 years ago and the walls all looked freshly plastered , I’ve tried using a dehumidifier as well

distemper is an old sort of paint, used until around the 1960's, made of ground chalk, and horse-hoof glue. It resists cold water but not hot. It is not a good surface for painting on.

A mist coat is a treatment for bare plaster. Emulsion paint diluted with water so it sinks into the surface and seals it so that following coats will adhere well.
