Im looking at a house which was converted from cesspit to mains sewage some time ago, but it seems the vendor has left the existing cesspit under the garden and the hatch is still there.
They did not give any indication that anything other than switch connections was done and the hatch is right in the middle.

Should this be...
- removed
- filled in
- left alone

If its been emptied and youve got no plans for wine cellar or mushroom farm the safest thing would be fill it in.
Fill to within about 2'6" of the top with rubble etc, hire a breaker to collapse the top in then fill to existing ground level with soil.
