To clarify - do you mean that Gas Safe issues the Certificate of Compliance?

Yes, but, if I remember correctly, I was searching on our council website for Building Warrant applications (a map which you click on) and some of the highlighted properties were simply for boilers being fitted. They must be being recorded by the LABC as "proper" bona fide works as any other works would.

Oh I tried to find him. Emails. Phone calls. Voice mails. Its hard when people don't want to be found.

He says that he will speak to BC about options however he's changed his company and has new registration details with NAPIT which means he cant sign off the work as he did it under his previous registration? sounds a bit stinky but lets park that for now. He wants to do an electrical safety certificate and submit that, he says he will talk to BControl about it and come back to me?
That might be a valid option.

He certainly can't notify the work now, as it's over 2 years later. Neither can anyone else, it's far too late.
An electrical installation certificate should have been completed at the time, and he should still have a copy of it - providing that would very likely resolve the problem.

If not, then an EICR is the only viable thing left that anyone could do with the installation. Whether LABC will accept that is up to them, but as it's probably the only option left, there isn't really any other choice.
The EICR could be done by anyone, not necessary to have the person from 2 years ago do it.

I was in the exact same position as the original poster. Electrician did electrics for a 1st floor extension, only lived around corner..good guy. Finished the job all paid and then says he drop paperwork off in a couple of days.
Dropped me a page of test results..

No good obviously. Couldn't get hold of Kyle the electrician for luv nor money. Moved with family fair way away. Couldn't find his business anywhere online EIEC.
Guess it pays to have a son as a bailiff...they can find anyone within minutes...a long story short....several phone calls and threats. Got the paperwork a week later although it was done by someone else not him. Building inspector had a quick look and off he went. He didn't need a copy or anything. I mean I reckon i could of printed them online mysf and he won't of noticed
