That's an eight degree differential. The boiler is designed to work with a 20 degree differential. One of the reasons for this is the very high pressure loss across the heat exchanger when the flow rate is high, e.g with a small differential. Increasing the setting of the bypass by turning screw clockwise (1 turn = 10mb change).
 
Sounds like you may need a low loss header or other form of separation on the system.

In the meantime try timing the hot water differently to the heating especially if there's no restrictor valve on the cylinder return.

Or you may just have a weak pump in the boiler. Sounds like it has to work very hard
 
I’ve just discovered that the copper pipe leading outside from the boiler is dripping.. could this be a clue to why I have no circulation on the downstairs rads?
 
What's the boiler pressure showing? The only cooper pipe exiting outside from the boiler would be the prv.
 
general comments
probably not in the least applicable in your problem but may not help:D
any radiator with a cover requires the thermostatic valve to be turned up perhaps 5 or 6 degrees to get a high enough amount off heat out to overcome the increased insulation off the cabinet along with the reduced airflow it causes
this can be further hindered by furniture or curtains
as soon as you said 3 story hot enough up stairs i off course thought open plan and hot air rises
do you have open plan or many doors open ???
try a close doors as you go regime to see what happens
this problem can often be exasibated by a " conservatory " open to the down stairs firing heat through the roof faster than a machine gun :(
