Additional sockets in garage, fused spur beside Consumer Unit?

MT is vile stuff but yes appropriate for protecting t & e in a garage. Hate the way social housing is being rewired with the stuff glued to wallpaper etc (but much quicker, cheaper & less immediately disruptive than chasing new in or trying to draw new through conduit systems).

I would say it is acceptable in situations where the cable is surface-mounted throughout its length.
Except they are not, bs7288 clearly states scrd's cannot be used standalone unless there is already a rcd or rcbo protecting the circuit, as they do not provide additional protection or safe isolation. This has been the case since january 2019 when they were removed from bs7671 appendix 1 as approved devices

In which case, why would you bother with one?

There is nothing better for isolation than taking out the plug.

Apparently not for additional protection according to the authors of bs7288, why this is, i don't know

One of the less well publicised changes to the 18th was the requirement that devices for protection against electric shock by ADS now need to be suitable for isolation (531.1.1) This may apply more to rcd spurs(fcu's)

This is the part in bs7288 -

BS 7288:2016 applies to residual current-operated devices (RCD) incorporated in, or specifically intended for use with, single pole and neutral and single pole and switched neutral and double pole socket-outlets, with provision of earthing of the socket-outlet for household and similar uses (SRCD: socket-outlet residual current devices). SRCDs, according to this standard, are intended to be used in single phase systems such as phase to neutral. SRCDs are only intended to provide supplementary protection downstream of the SRCD. SRCDs are intended for use in circuits where the fault protection and additional protection are already assured upstream of the SRCD.
