Cracks normal after skim?

Hi,

We recently had a room skimmed.

On the coldest wall (other side is garage) the wall has started developing cracks (see photos) near the top of the wall close to the ceiling.

Is this normal? Is this just a case of fill and move on or is it something more worrying?

Hi.
We don’t want coving. Just to understand if this is the plasterers fault and needs to be fixed.

Feedback from the plasterer is that tidying this up is the decorators job however the cracks are all along the top some a few MM wide and have a hollow sound above the crack. On top of that on one of the other sides of the ceiling I can see the tape. Surely that’s not normal?
 
Its the plasterers responsibility to rectify! He is trying to pass the buck to the decorator..
