Lock shield leaking when turned off

Just been balancing my radiators or at least trying to . I noticed one of my lock shield valves leaks when it's turned off but doesn't when it's fully open ! . Wouldn't you think It would also leak when it's open ?

The spindle gland always has the static boiler pressure on it if the feed valve is open or there's pressure retained in the radiator and if there's any wear or dirt (paint etc) on the spindle then it could well leak when you close it as the spindle moves to a new position on the gland packing. The only time the gland has no pressure on it is when the valve is fully opened and it is of a back-seated style

Thanks that explains why if they are going to leak it's most likely when they are closed or partially closed .
