A neglected wall

Looking for ideas on what to do with this. I washed it with Oxylyze then power washed it, but not much difference. as looking to paint it,

Do you have access to a pressure washer?

If not, provided that the dirt isn't loose, (decent quality) masonry paint should be fine as is (diluting the first coat as per the instructions).
 
That photo is AFTER a pressure wash, That's whats worrying me.
 
If the stuff isn't loose then you should be fine to paint over it. The pressure washer will have removed the loose stuff.
