How to level the tops on a sloping fence

Hi

I’ll be fitting 19mm x 100mm fence palings to my frame work later today. Lengths of which vary as its on a slope but I want the tops to be level.

Lengths range from around just over 2m to around 3 metres across the length of the fence.

Think the easiest / quickest method is to cut the panels to the approx length, fit, then once all are fitted run a circular saw across to level? Unfortunately I don’t have a circular saw so would mean buying one just to do this.

Any other ways to ensure the tops are level?

A spirit level would be the obvious choice !!;)
How much does the ground slope. How long is the fence??

Don’t worry, I can’t explain it any easier. Length of fence is irrelevant. As per my post, pailings vary from 2m to around 3m.
 
What are the vertical Palings being nailed to.
Cut and nail as required.
