Toilet waste leaking under concrete stairs

When I flush my toilet the water, and even parts of the toilet paper, is coming out from a break in the external concrete stairs that lead to my garden. Obviously it's probably a broken pipe? I don't just want to seal the stairs but deal with the issue. What needs to happen? My home insurance will only treat it as an emergency if they can see the leak. I guess I would have to demolish the stairs so someone can access the pipe?

It's leaking from under this step, but not everytime. Sometimes I flush and nothing comes out.

Check your manhole first.

Hi, the water is slow to move down especially if I do a second flush quickly. However why would the water and paper start leaking from under the stairs? This must indicate a damage pipe rather than blockage?
 
You could have a faulty joint for many years and now with a blockage the joint will leak.

Pour 2 buckets of hot water into your toilet one and the other and get someone to look into the manhole and see if anything else comes out.

As above, check for a blockage first. Once you've either ruled that out and/or cleared it, get someone to CCTV the line, and see what is going on. It may be possible to do a patch repair on the broken section from the manhole, without need to remove the steps to get to the pipe.
