makita mitre saw table hard to rotate and press plate loose (Makita LS1018LN)

I was able to pick up a Makita LS1018LN for 40 quid the other day since it has a couple problems, but I thought I would try my hand at fixing it to see if I could make it usable again.

There are two main problems:

1) When you rotate the table, it does not lock in place in the indents. And it almost seems like it is grinding or just very difficult to rotate. It does not rotate smoothly, really need to exert force to get it to move.

2) The press plate (part 19 on the schematic PDF attached) seems to be loose so that it is no longer attached to the spring mechanism.

Does anyone know if there are simple solutions to these issues?

At the risk of stating the obvious have you loosened the grip on the bar that swivels the base?

Interestingly, I've just now found that the saw also seems to get stuck in the up position. I pulled out the stopper pin to raise it but then once it was up, no matter what I do with stopper pin, I can't get it to come back down.
 
Needs to be thoroughly cleaned and serviced.
Simple enough.
Start dusting off everything with a brush.
Hoover everything.
Spray WD40 in all moving part, but not the motor.
Move all parts.
The locking button (number 19) is not engaging because it's loose, so tighten it.
There's a spring mechanism there, so look out for that.
Once you get all parts moving, use white lithium grease (spray is easier) in all metal to metal moving parts.
On metal to plastic and plastic to plastic you can use silicone oil spray.
Wipe off all excess once dry.
Now enjoy your saw.

That's a safety feature.
Look out for a push button which usually engages against the guard.
