Chimney Condensation?

First time posting on here, looking for some advice.

A few months back, we decided to redecorate the last room in our house that we hadnt touched. We stripped off the old wallpaper and repapered using lining paper which we then painted.

The room has a blocked chimney breast as one of the exterior walls that started to show signs of a leak. We called out a builder who found issues with the flashing which was replaced.

About a month has now gone by and the wall still looks like this:



Is this remnants of the leak or do we have issues with condensation on the chimney as well?

Is the stack ventilated - top to bottom? Even so, if the masonry is contaminated with salts (which it almost certainly is) no amount of decorating will get rid of it. Hack off plaster and re cover with suitable salt resistant plaster/render.

There's a ventilated cap on the chimney but no airblocks at any point that I can see.
 
That won't be helping. The stack should be ventilated from somewhere near the bottom out at the top. Still air in the stack will condense like crazy, soaking into the masonry. I'd install a vent first and see how it goes, the stack should dry out at least to some extent. You might then get away with a stain block treatment and overpainting.
