It's a rotary isolator.

It could well be, but I'm not sure how you can make anything approach such a confident statement on the basis of the few pixels we have to look at! ...

The OP explains how to get a clearer zoomed in version.
My previous house owner had one of those rotary isolators on the armored cable that went to their Hot Tub (hot tub was Hard wired, no plug & socket).
The rotary isolator Setup looked exactly like that.
I presumed it was so Hot Tub could be isolated when they were in the garden, before cable went underground, both poles so safer than MCB isolation, and could be done whilst they were at a distance from the hot tube itself.
It also switched both the Live and Neutral so presumed was good for isolating/testing RCD issues.

It was a link to a firm selling conservatories and had several photos from different angles, i dont think it is the OP's house.
Hadn't realised that this had been edited out. But on going to the link which had been presented and zooming in I can assure you that it was definitely a rotary isolator.
