Did you actually see the BCO when he/she turned up? Have you tried a phone call/email to Building Control asking for the documents or even checking they are aware of the job (tho yr builder might have used an Approved Inspector-ie private. Maybe ask yr builder who he used for building control first, if he waffles or blanks you then good odds he didn't bother).
