Yes its still on and working although both the neon indicators have burnt out so it looks disconnected at first glance.

The building opened in 1973 and I'd guess this kit was installed not long after possibly due to complaints from the neighbours
 
Surely somebody, somewhere has bought one of these ridiculous Voltex scam devices and has dismantled it out of curiosity. It would be very useful if they published what they found - photos, circuit diagram etc. This would expose the scam to proper scrutiny.
Given that the company itself has an address in Lithuania, I'm surprised to find that their CEO is called Dave Freeman - not a very Lithuanian kind of name !

This is a humorous but fairly accurate report, LINK of a very dishonest scam.

A few years ago I did look at a power saver module that used a transformer to inject anti phase voltage into the Live conductor.

Effectively reducing the voltage on the Live wire. For low loads ( a few tens maybe hundreds of Watts ) this would work in a domestic use,
 
The one voltage "optimiser" I have seen "working" was wasting energy by getting warm itself. It only worked up to 1.5 kW load after which it could no longer "control" the voltage.

Do they work ? My opinion is they do reduce the voltage but this does not save energy for the reasons others have already given.

Some of these devices are so badly manufactured they are unsafe.

Something looking remarkable like the Dolphin Smart Electricity Saver ( 2nd item on that link to scams ) was featured on a recent TV program. The case of that plug-in unfused device is flamable plastic as shown in a laboratory test, it burnt dripping burning molten plastic onto the bench. A fire investigation officer was interviewed, he had attended a house fire caused by such a device.

Wasn't there a gadget which replaced the 13amp plug on a fridge or freezer, idea was to prevent it restarting if it had recently run. Either could last for several hours when denied starting, so when it is allowed to run, it will run for longer perhaps saving some power.
