Water in pipe question

Hi

I have just replaced the water pipe to my washing machine and I noticed that the water inlet pipe to the sink has not been sealed up. Is this right? It’s a new build so if not I can get them to fix it, I’m not sure if it’s supposed to be like this tho

Don't imagine that will fall under any plumbing regs but find it hard to belive the house would have passed its air tightness test with it open, although it will probably be buiried/sealed at other end, if its draughty on a windy day stuff some rockfall in the end, if not then I'd leave it be.
 
If it's windy then it's also a mouse/rat route. You'll need some very fine mesh as well as rockwool. I'd suggest stainless steel pan scrubbers rammed in.
 
Shouldn’t it be topped off with bitumen? I don't know the regs but it needs something to block it off.
