Damp on wall

Hi I had a wall plastered and painted some time back and now the paint is coming off in certain areas
I'm assuming it's damp
What should I apply and what, would be best way of dealing with this without doing full course
It's not everywhere just in certain patches
I have attached pictures

You will need to find out the source of the dampness...check the pointing, gutters etc as the plasterboard dabs are getting wet.
 
It's a terraced house so there is another wall behind it
Could I put damp seal and then re paint over it?
 
Somethings causing the wall to get wet! Until the source of the dampness is remedied damp seal or similar will be a waste of time and money.

Just noticed a clothes dryer in your pic, if you are drying clothes in the room without suitable ventilation the wall and dabs will absorb the moisture.
