Stop leach through vinyl flooring

WE want to take up floor tiles in bathroom, stuck down with a type black mastic.

Whats the best sealant I can cover this with to stop leach through new sheet vinyl flooring ??

Sorry to say it Leached through the other bathroom we had done a year ago, it was light colored vinyl and showed in patches.
This floor was PVA coated on the black mastic first.

concrete through out property.

no signs of rising damp any where just in case you ask.
 
Do you mean you have a concrete floor, and damp (water) is rising up through it?

And that if you prevent it coming up through one floor, it comes up through another?

And that it first appeared in a bathroom, which contains waterpipes and drains? Some of which pass through the floor and run underneath it?

I think I know what you have.

Post some pics please. Include the pipes and drains, inside and out, the floor, and the base of the walls, inside and out.

How old is the house, how old are the pipes?

Have you got a water meter?
 
Eh? I think OP has bitumen on his floor and wants to know how to stop it leaching through his vinyl.
 
Carpet fitter has advise two coats of neat PVA.
As its such a small area I will give this a try.
