I presume you want to keep the toilet? That screw's been overtightened and hasn't used a washer so it's been driven down tight into the hole and now the ceramic is gripping onto it. Drill the head off it, just be careful when it gets close to the ceramic and go onto screwdriver speed.

Screwdriver and drill you say. Try a well fitting old fashioned hand held screwdriver.

If that screw is jammed in there, then using excessive force could crack the base around that screw hole, hence the reason for asking if you need to keep the pan or not. Wouldn't be the first time I've had a pan base crack on me when trying to loosen a screw that was jammed in the hole.

One of the reason pan proper pan screws have an over sided head and are made of brass, that looks like a plain zinc'd steel wood screw.

if you take a very clear pic of the screwhead, close up, we can tell if its Pozi or Phillips.

IMO more likely Pozi.

Before you start trying to turn it, check the screwdriver. One that is the correct (perfect) fit will feel quite different to a "wrong" one.

Phillips on the left, Pozi on the right. Note the Pozi has an extra "X" on it.

I suspect that long-term damp has led the screw to rust and jam into the floor. Zinc plating has quite a short life in damp conditions.

Thanks a lot for your input guys the problem is not the grip on the screw or the torque. , as I can get good grip .

The problem is that is absolutely jammed in and literally will not buds even when I'm using my maximum strength and I've tried my Bosch drill on its maximum setting and it won't budge

the bit mottie showed, with a socket-set T-bar handle, would do it. you must get a bit that's a perfect fit

if not unscrewed, the screw will probably snap, hopefully at the point there is a ring of corrosion where it enters the floorboard.

Thanks for your thoughts guys so just to confirm you recommend only stainless steel screws 2 to Anchor toilets into the floorboards

Yes, either brass or stainless steel, with either a large enough head so it cannot pull itself into the ceramic hole to jam, or a washer to prevent it.

Douse it with 3 in 1 oil or WD40, let it soak in for a few hours. Then use an engineers screwdriver - the type that takes a spanner under the grip, and tighten then loosen the screw. If that fails there is a positive because you will be able to develop experience in fitting a new toilet.

Or maybe a multi tool and blade if it fits (noting the angle of the screw is inwards).
