Governments have spent far more on furlough than vaccine procurement, so there is no logic to your conspiracy.
Anyway this is hardly new, scientists have been saying annual vaccines for Covid are likely.
That rather disproves your government conspiracy claim.
If the govt were involved in some great conspiracy, nobody in govt would be able to criticise its own policies.
