You may find it hard to get the drill in to remove all those rivets in situ.

It's definitely a 2 man job on a first floor window. 1 man can remove it and replace if you're careful but so much easier with 2 people
 
Always replace a full pair, this means that you will have no issue of them not opening at the same angle ( and also chances are the new ones won't be exactly the same as the old ones.
If on you own, you could pop the beads and sealed unit out to make the sash nice and light. The hinge is screwed to the sash , so I suspect screwed to the frame too ( picture is to blurry to tell ). Top tip, before putting new hinge on the sash line it up on the frame and pre drill ( 2mm drill bit ) the holes for the screws, nothing worse than suddenly realising it doesn't line up and you need to drill new holes with the extra weight of the sash
 
I've measured the window it's 50cm x 70cm . I'm getting a friend to help . Would it be easier doing it from inside or outside on a ladder ?

One in each position. Once it's free of frame it's easier inside to carry downstairs than on a ladder
 
Just out of curiosity how heavy would a 50x70 cm window roughly be ?
 
So I changed the hinges and the stack measured 15mm . The hinges I had where 13mm with a 4 mm packer so 2mm too thick .
I used some 2mm stainless steel washers and it's working great would this be ok ?
