PME no access

Something not come up against before. Installing new CU, and supply is labeled as PME, but there is no MET and the head is sealed.

Rang the DNO for advice, but enquiries not available 'till after the bank holiday.

Any suggestions?

You'll most likely have a TT system with suitable earth spike somewhere.
Photo of existing consumer unit and its earthing arrangement should verify
 
There may be access to the Neutral at the Cut out.

The black plug can be removed without the use of a tool to expose the connection for the Earth cable

That's a Henley Series 7 - I seem to remember that the fuse carrier has to be removed in order to unlatch the cover over the Neutral/Earth terminal block to the right (left in your pic as the cutout is upside down).

The outgoing tails look a bit weedy - those will surely need replacing. Maybe the best thing to do would be to provide an isolation switch with 25mm tails and an earth block with a 16mm green/yellow tail, then the DNO/Supplier can connect those to the meter and PME terminal when they attend? Afterwards, you drop your new tails from the new CU into the outgoing part of the isolation switch.

yes. I'd be inclined to fit an earth block now, with a short length of 16mm G&Y ready to connect to the PME point whenever the opportunity next arises. For example when that old meter is changed.

Only a minutes work, if it's ready.
 
My son had a problem some years back, the supply had for some reason been removed, he was doing a full rewire, so phones DNO asking what supply type was to be given and told TN-C-S, so he fitted earth block, and isolator ready for that supply.

He was going through a time in his live when he had no fixed abode, he lived on a narrow boat, and keeping mobile charged was not always possible, so it seems he missed the call when DNO were going to connect supply, and since house was unoccupied with loads of other work going on, he had not kept in touch with owners, however he did then visit, only to find DNO had given a TT supply so no earth for the house.

So would be wary of just leaving an earth block.
 
I guess the householder needs to be primed what to say, and to keep a pack of Jaffa Cakes handy.

I thought there was something a bit odd!

I don't suppose being upside down / back to front should be considered an issue ... or should it?
 
Is this a brand new installation or an upgrade to an existing installation/dwelling.
If it's a completely new installation then ignore the next part.
However, if the latter, what are the existing CPCs on the CU outgoing cables connected to; presumably a strip within the CU. That strip must (or should) then have at least a single earthing cable connected to "something".
 
It's an upgrade (might be classed as a change of use I think ... not sure). Earth bond to the gas (6mm) and another (4mm I think) disappears into the wall cavity.
