External stop tap tool

Looking for a tool to turn off my water at the street.

The meter and stop tap are helpfully buried ~1m deep in a tube in a hedge.

I've taken a photo (sorry for the quality).

Can anyone identify and suggest a tool? There seems to be a variety of tools available for different stop taps.

When lying on the pavement, elbow deep, I can brush the top of the meter and can't get a feel for what size I need.

If it makes a difference- it's South East water.

If it were me I'd bodge a tool from a couple of steel strips/angle-iron.
 
It looks like the valve incorporated in the meter.

When I had one, it was installed with a blue plastic handle

Which is removable, so you can take it off to prevent interference

Or, I suppose, a neighbour or other person could pull it off and steal it

The water co might sell you a replacement.

The steel head has two square sockets of different sizes, and a "crutch" to fit a T-handle. The large T on the top gives plenty of leverage.
