Outdoor tap won't open

Hi there, I have an outdoor tap which was working fine a couple of months ago but now is completed stuck tight. I've used WD40 and given it a tap with a spanner but no joy. I'm concerned about trying too hard as there doesn't seem to be an isolation valve.

I wonder if anyone has any tips or ideas to open it, otherwise I guess I'll need to get someone out as anything DIY outside of changing a lightbulb is beyond me.

You could try using the spanner assuming it’s adjustable, adjust to same size as handle and apply a little pressure as turn. Failing that, I’d call someone out, but be prepared for them to say it’s not to current regulations and will need upgrading.

Or get your speedos on and snatch it live. Always good for a laugh. Maybe wait for a warm day though.
 
Snactching a garden tap is easy, open the cold tap on kitchen sink, have the new tap ready and open, then open the old tap and unscreww and fit the new tap. Once fitted, close all taps.

You might get wet but at least it's outside. ;)
