Outside tap- broken fitting - how to replace?

Hi,

Attached is a photo of my outside tap (it’s usually connected to a fence but I’m changing a rotten panel). There is a small weep coming from the edge of the black plastic adaptor (if it is an adaptor) that connects the tap to the wall mount.

That bit of plastic is a bit knackered- I tried to removed it and have done some damage. I can’t get it to move using a spanner.

Can anyone tell me what that bit of plastic is called, and where I can get a replacement? Or do I need to replace the whole wall mount?

What’s the right tool for removing the plastic adaptor? (I’m guessing it’s not a spanner!)

The tap is 15mm x 1/2”. The wall mount is Plasson and seems to say KIWA OR on it.
