Comes down to it.. and it's a new build so chipwood floorboardSeriously though, what direction does the cable run from the existing socket and is the floor suspended? If so you could run a cable down behind the skirting board across and up under the other socket. It's not difficult to do that with a suitable masonry drill without having to pull the skirting board out.
