Overcoming woodchip paper?

Very rare I use a steamer these days too. Just try and get the paper off from one corner. Most times it pulls right off. If it leaves any backing it comes off so so easy with a soak.
Last month I re done a feature wall for someone and the old wallpaper literally pulled off within 5 minutes. You know it's a good day when that happens!

Just realised that I hadn't replied to all of these answers.

I used the Dif stuff by Zinsser, scored the walls with a knife (the tiger tool wasn't much use) and success!
I wouldn't say that it 'dropped' off but certainly mostly came off in streams with the scraper. In areas where it was still tricky it was simply a case of applying water, with a sprayer, let it soak and then scrape and repeat.
