Was hoping to swap out an old ceiling light with something more modern but it only seems to have one wire plus the earth?

Any ideas?

The black cable will have more than one inner core. Remove the fitting from the ceiling and show us a pic of what's beneath.Turn power off first at your fuse board / Consumer unit

If your second photo has any association with the first photo, it seems to show the "chock block" connection to the required Low Voltage (230 V) input connection of Line, Earth, Neutral (Brown, Yellow/Green, Blue) - with a somewhat extraneous double plug-ended cable lying around for connecting "something" ?
So, just connect your Low Voltage supply to the "chock block" connections, as appropriate, and clearly indicated by the colour of the wiring insulation of them.

Ignore any Extra Low voltage connections derived from the Mains operated electronic device on the upper side connecting to the lamp below - and not shown in your photos.

I wrote "electronic device" so as not to provoke winston1 but wonder about the Label of 2.4 G Remot(e)

It seems to already actually be connecting two parts of the lamp construction together.

I think the second pic is of the new light the op wants to use to replace the light in the first pic. we need to see the other side of the original light fitting, but I suspect that the black cable is two core and connects to a choc block on the other side along with the earth.

Some fittings now are like this they use made up printed circuit boards with the Led elements mounted on them , in this case looks like 3 of these Arrays fitted, they use a Constant current Driver to connect to the first and last Array and then use them Interlinks between the second and third Array.
Not sure why it has a 3 wire link, usually its One wire, possibly the fitting has other functions like dimming or colour selection
