What is this?

Just wondering if anyone knows what this would be covering? It's directly next to the waste pipe and on neighbouring properties is where the gutter downpipe would be, and/or a drain, as we have neither (for reasons unknown, our gutter runs into a water butt nearby and no open drain)

Inspection point - its probably to allow rodding of the foul water pipe.

you may not be allowed to put gutter water into the drain, depends on if you have separate Waste for surface water and foul water.
We have soakaways for our rainwater, or if do put into the drain, then a large fee per year.

I also have that type of inspection plate, in a couple of places , 1 where a new toilet was fitted many years ago by previous owner, and second on a bend
