Kitchen tap not firing boiler.

Hi all,
We have recently moved into a new house and over the last few days, we’ve noticed the hot tap in the kitchen won’t fire up the boiler. However, the shower and upstairs taps are fine (boiler is upstairs). If the boiler is fired up (heating/other taps) hot water comes through to the kitchen. The kitchen tap is giving out around 6lr per minute when it’s set to hot (mixer tap).
Does anyone know what the issue is/could be? Is it the boiler or possibly the tap?

What boiler is it? What do the other outlets give in lpm?

It’s a Ideal Logic Combi 30. We have the pre heat setting turned off.
Bathroom sink tap give around the same.

It could be the hot water flow turbine or filter/flow regulator. Also check for any back flow from another source - eg the mixer tap itself.
