Often they seize or rust solid with years of urine and moisture. Typically I've had to cut them off in order to remove.

Mole grips on bottom nylon bolt and turn or rock left and right to snap off.

Nylon and steel dont fuse together.
Id try toothbrush and rust remover to get rid of as much as poss, then wash, and dry with a hair dryer, then penetrating oil, before I went down the destructive route....

I cant see where he says he wants to throw it away.
I think it's generally a given that the only time a toilet seat is removed is when it's being replaced.
It’s rotten and rusty .
