Help, leaking towel rail valve

Looking for some advice!

The towel rail in our bathroom has 2 valves, the right one is the inlet and the left is outlet (I think). The right is fully open, the left one needs to be open otherwise it does not heat up.

However, if the left is open even slightly, it’s leaking a lot - am I missing something obvious?

Leaking from the spindle or the valve union connection?

Yeah only leaking when open, even when it’s slightly open.

thanks Terry, I was guessing it needs replacing but thought I’d check! Fortunately they’re only £14 a pair from screwfix - next step is deciding if I trust myself to do it or not!

Drain system to lower level than towel rad ,undo valve from supply and rad tail,fit new one ,add top up inhibitor, refill system....what could possibly go wrong :unsure::unsure::LOL::LOL:
