For last couple of weeks heating/radiators havent been turning off.

Checked, and it seems one of the motorised valve actuators (Honeywell) is alway open. (No resistance on the little lever) The metal casing is very hot compared to the other 2 so an wondering if the motor is running constantly?

The only time it closes is if I kill the power to it completely. When power is off the resistance returns to the little lever) As soon as it's powered on again it opens...

Is this likely to be the actuator at fault (if so I'll just replace it) or is it likely that something else could be causing the motor to be constantly on?

No it is not stuck and is opening and closing when the system is powered on and off.
It sounds like the acuator is opening because it's getting switched on by something else in the system, possibly a problem with the room thermostat not switching off.
 
it is not the motor you are getting a supply to the motor from somewhere, post pics of your programmer, thermostats and boiler facia

The boost LED is illuminated on your programmer, looks like that is the culprit, you could try re-setting the programmer if you cant get the Light to turn off, there is a small hole with RS you push a paper clip or similar in there to reset to factory settings
 
I'm able to turn off the boost indicator (that was referring to water) it's not resolved it unfortunately
 
Then its multi meter time to find out where the voltage onto the brown wire on the problem valve is coming from
