It looks like you've received the same memo as all the other government spokespeople.
I'm sick to death of hearing from government spokespeople all the time phrases like, "world beating", "world leading", "best in the world", etc.
Each time it is clearly not true.
The latest manifestation of the phrase I noticed is on Foreign Aid:
"The Treasury said the UK was a "world leader" in international development."
