There is a difference between "being dismayed that he was not convicted of murder", and "being dismayed at the verdict".
a) Rittenhouse was charged with 5 charges, we don't know which, if all, or any specific charge Biden was referring to.
b) as I previously said, Biden, like any reasonable person, would be dismayed that the verdict sets a precedence, and leaves open the possibility that a gun-toting person can approach a social disorder scenario, incite violence, then legally kill anyone who objects to his gun-toting presence and behaviour.

I suspect that Biden, like any normal person would be concerned that a precedence has been set that gun-toting youngsters can turn up at an incidence of civil disorder, incite violence, and shoot dead others who are attempting to disarm him, and be cleared of all charges during a trial.
