How to attach thermostat to boiler?

May i say,

Send a plain and simple letter to the agent/ll

Tell them that no heating controls is a considerable impact on your quality of life in the cold.
Ask them to fit one immediately.
Ask them to confirm the letter, the request and their response complete with date for completion.

This will give you validity in any further argument or dispute.

If the response to the letter is negative, you can then go through the various independent avenues for redress.

This letter will be valuable in future renting if this agent becomes nasty.

I've been trying to ask this direct question but they're slippy! I.e. "can you reconnect the thermostat?" "Thermostat was for the old boiler it needs throwing away"

As a landlord myself, I cringe when I see the s**t you are having to go through. To my mind your landlord and to an extent you agent appear to be unreasonable.
My agent raised several points about the first property I purchased in 1999. the 2 main being: no thermostat and only one escape route. It took a few minutes to drill a hole through a wall and fit a stat and a good hour to change the double glazed window hinges, these days thats only about £100 for parts. Why would a LL not want to comply?
During my last visit to a property to cut the communal grass my tenant asked me to look at the oven as he struggled to not burn everything, sure enough setting it to a low temp it got hotter and hotter so I went straight to Currys for a replacement and fitted it while Mrs Sunray continued with the grass.
I expect my tenants to be reasonable and accordingly the should expect the same of me.

Even the FCU is wrong, the fuse carrier is upside down and I'm surprised that can even happen.

Eureka! Finally managed to get a result!

Sent an email, explained that I'm not trying to be awkward but this is something that is affecting my family and must be done by them.
Didn't get a reply for a day and a bit - called up, and apparently the person I was talking to is on annual leave (Estate agent staff seem to have an awful lot of holidays!)
Landlord was contacted and I'm now awaiting for the agent's, landlord's, gasman's thermostat order to arrive... hopefully doesn't take too long to arrive and subsequently fit.

It seems like I'm over dramatic because I can't say that the company was ever unreasonable per se - however I do hate this game that has become more prevalent with companies over the last few years(decades?) which is: ignore the base request the customer is making and state a truth. I.e.
"My thermostat isn't working" -> "The boiler doesn't have one"
"There's one here, can you reconnect it?" -> "That one doesn't fit"
"Here's the law you're breaking, will you or won't you fit a thermostat?" -> "Ok we've got one on order"

I guess you've gotta be an @$$ to get by these days...
