I have a small pantry which is an extension of the kitchen and almost all 4 walls are to the outside environment. The kitchen is fine but the walls here look very strange. The outer surface under the dark-coloured bit peels/crumbles under my hand and there is a hard but slightly crumbly concrete (I think) underneath. after a few mm its hard concrete. Im not sure what the hard bits on the wall are... looks like sea limpets!
Do I need a specialist?
Can I just plaster it and then paint with antimould paint?
