Preparing 1930s Stripped coving

I recently stripped 1930's coving with Peel away paint remover no.1. After neutralising the coving I'm now attempting to fill all the cracks and gouges.

The surface of the coving is now powdery.

Q1- Should I prime the coving with Alkaline resistant primer before I fill the cracks.

Q2- Can I use PVA to seal the surface and then fill gouges & deep cracks with white plaster

Your knowledge required before madness sets in!

The safest of safest direction to take would be Alkali Resisting Primer.
 
Yep id go for the A.R.P too..but **** it out a little so it soaks into the surface

Next Question:

How do you remove wallpaper paste from Ceiling which has not been painted whichout drenching the orginal plaster?
