question for gardeners

After constructing a new garden last year, its time for plants etc this year.
For valentines day I bought some potted "tea roses" in a presentation bag blah blah blah for the other half.
They are still in their pots in the kitchen, but started looking a bit sorry for themselves.
So Im wondering is it because they need to go outdoors, with more room to grow?
Is it still too cold to plant them outdoors now?
I'm not greenfingered, so haven't a clue with plants :oops:

? Pots, are they ceramic pots, if so the roses are probably intended to be grown indoors.

If they are plastic pots, they are obviously for outdoors, so plant them out immediately, and water them in. Usually, growing instructions are on the label.
