Best way to repair mortar

Hi, we've recently had a patch of damp near our front door which I'm 99% sure is because next door's drainpipe is leaking and the rain sometimes comes straight down the wall and into the cracks shown here.

What's the best way to repair this crack? Should all of the mortar be taken out and then replaced or can the crack simply be filled in? Another slight problem is that this is right on the boundary of the two houses, the crack is on our side but the mortar on our neighbours. I'm sure that they'd be OK if I did the repairs as long as they get done right.

Ah yes, I forgot this - I'll be doing that at the weekend with the neighbour's permission.
