No water will only come out if the pressure relief valve doesn’t seat correctly or the pressure gets too high.
Yes it can be fixed, a 30 minute job, maximum.
Push all pins go on and leave in clock position to get heating on. Sounds like you may need a new one.
You could always fit an oil filled radiator on a timer?

You can get storage combi’s, but considering the bathroom and electric showers, I would say it’s not needed.
If it’s just the one room that needs to be heated at night, then a separate zone may have to be created. I’m not familiar with smart stuff yet.

because you’re not an engineer or familiar. As I’ve said it still could be diverter, although you usually have heating or hot water.

If it’s off the mains anyway, there won’t be much you could do. Is your stopcock open fully? Is the hot water off the mains as well?

Generally radiators need an airflow underneath to perform a convection current, I’m not saying it wouldn’t work, but might not benefit much heat...
I take it you’ve got pressure in the boiler? You said the head seems to be working, it may have failed. What happens when you call for hot water...

Did they renew the filling loop?
Information is misleading, as you didn’t indicate when the boiler was installed in relation to the water mains...
Have you checked the boiler thermostat?
Usually yes, but can work as a simple on off switch with x2 wires,but subject to temperature swings without a neutral connected via anticipator.
