Not in my experience isit done mid tile . I push the wheel from close to far end then draw the cutter back until the lugs are just on the tile...
Where on the tile are you applying pressure with the lugs as you call them?

Did they say about sealing the threads between the two, Ive not seen it done with one of those before.
Personally, I space them above with a gap same size as tile spacing ..leaves a little room for movement/expansion .
