Toupret instruction says dry surface so I waited for OneCoat to dry.

I have used onecoat to fill up chases before. It's quite easy to use but finish isn't as smooth as multi unless you know how to sponge float. If I were you I'll deep fill the chase with Onecoat as a undercoat, and finish with toupret which is a fantastic product for surface finish.

It looks from the photo you've not filled/sanded the wall yet? It also looks the some yellow paints were still peeling. You need to remove all the loose paint first.

There could be so many reason why primer isn't sticking to the substrate. Is the wall very clean, absolutely no adhesive residue left, dust-free from sanding and equal smoothness? Are they blister bubble or tiny air bubbles? Does it happen on the area that's you've filled or previously painted...

You need to clean/prepare the wall first. Scrape off peeling paints and wash the wall with sugar soap and hot water to get adhesive off. Sand the wall over, fill the peeled-paint area with toupret fine filler and sand again until touch smooth. Apply acrylic primer then your choice of emulsion.
