    From your description, it sounds like you need planning permission, but I wonder what would happen if you just did it and then applied retrospectively if and when the Council come calling sometime in the next four years.

    Theoretically, you can add a storey to a block of flats under PD, but not an individual flat. In practice, there are so many caveats, that I wonder if it's ever actually been implemented.

    Imist relies on a frangible bulb, which I imagine means there could be a significant build up of smoke before activation. Plumis is heat *and smoke* activated (but not by burnt toast), so this would be my preference.
