sounds like the fuel/air mixture might need adjusting. there should be a screw for this on the carb.
li-on batteries have a good shelf life these days. they usually come with a 2 year warranty. long periods of inactivity shouldnt be a problem.
how about regular maintenance with a wire brush?...
i like the smooth finish from a roller myself. give the door a light sanding before painting.
