Looks like that was it! I had an electric heater in that hall until 7pm lats night when the radiator finally heated up! Left the heater on at low setting during the night just in case as it was cold again (and it'll be as low as -10 by Thursday up here!).

Final update!
I had the Halstead engineer out as the boiler was still under warranty and he replaced the PRV and recharged the expansion vessel. He also laughed at condemning the boiler (this was a supposed friend-of-a-friend plumber looking for work!).

I have just replaced the valves on my radiators as 3 of the 6 were weeping causing slight loss of pressure.
Since then I have had the boiler engineer out (Halstead Ace High boiler) and he replaced the PRV and 'recharged' the expansion vessel.

Boiler has been installed by cowboys! Problem with expansion vessel; flue has been installed at an angle (to avoid pipes on it's way through the wall) and two pieces of pipe have been used (secured with silver tape!!!).
