I have an external pipe which is coated with a plastic outer the pipe is about 0.5 inches diameter it carries oil from our oil tank to the boiler house but its exposed so what pipe lagging would be best to lag the pipe with so it doesnt fall apart in the wet weather?

I no longer use my open fire and have an electric coal effect fire in the fireplace opening, but i would like to stop or block the wind draught coming down the chimney, we now have oil heating, so what options do i have? thanks in advance.
