Release all the pressure from the boiler then close the drain point used and you will be able to snatch the valves , a little water will come out but not a lot , as long as you close wherever you released the pressure from
Alpha do not actually make boilers , they are made by Immegas in Italy, the new range is very impressive, far better than the other boilers you mentioned
The small clip holds thr actuator motor, the large clip folds the cartridge in remove the large clip and pull the motor and the whole assembly will como out
Doubt if it is the boiler that is at fault, I think you have a neutral fault on the boiler supply.
The siemens controller is simply a switch so it wont be that it will be on the electrical supply to the boiler
Try opening that valve manually, slide the lever across and latch it open, then turn on one of the other circuits, and see if the water circuit now heats.
That would be unusual but possible, are you sure it is a combi ?
First thing to check , have you bled the calorifier ? small white tank on right hand side inside the boiler, using a 13mm ring spanner crack open the brass bleed screw on the top of the calorifier till water comes out then close again
