    Treads and risers are being clad so it's just the strings and remains of the newels I need to deal with. The flaps were to access the risers to put wiring in for LEDs before I underboarded the stairs.

    Use 12 or 9mm OSB and assume that 1mm of rubber and a bit of glue weights less than 18mm OSB plus 3 layers of felt plus a few sacks of gravel. Cutting joists to a taper instead of firrings will help a bit as well.

    Looks like a cavity wall. Drill a diagonal hole in the joint and poke around with a coat hanger. Or buy one of those £20 boroscope cameras from Amazon.

    That looks horrible compared with what was there before (but if you hadn't seen before then not that bad). If he'd set the edgings back a foot it would have left a nice planter trough which would have resolved most of it. Maybe he'd agree to you placing some planters on the wall.

    If that's some kind of tile hung external wall it needs properly addressing with a modern insulation system. Insulation doesn't make a room warm, it makes a room (much) cheaper to keep warm.
