Surely a new opening, presumably with either a door or window on an otherwise blank external wall would materially alter the look of the building and require permission? Jay

I was under the impression that any new opening would require planning permission. Irrespective of that, why dont you just install a hatch and loft ladder? Easier, cheaper, neater, and means you can also access anduse the space for storage in any weather. jay

Assuming thiis is a genuine post, then you have been conned. Report the firm to trading standards, get a proper, reputable company in by reccommendation, and sue the company who did the work through the small claims court. Nothing they have done is correct or has achieved anything. Jay679

Its a type of asphalt used as a damp proofing. If you remove it you will be subject to damp rising through the tiles which were probly played just onto a compacted earth type subfloor. Olias

Dig or chisel it out to a couple of inches below grade. Remove all loose material down to a sound base. Fill with a couple of bags of cold lay tarmac/asphalt. Tamp down flat and level. Jay
