    I was under the impression that any new opening would require planning permission. Irrespective of that, why dont you just install a hatch and loft ladder? Easier, cheaper, neater, and means you can also access anduse the space for storage in any weather. jay

    Dig or chisel it out to a couple of inches below grade. Remove all loose material down to a sound base. Fill with a couple of bags of cold lay tarmac/asphalt. Tamp down flat and level. Jay
